    The focus in the Middle East has swung to the announcement from Washington that President Reagan's special envoy, Mr Philip Habib, has been sent to the region. The aim is to break the deadlock in the tripartite negotiations between Lebanon, Israel, and the United States, over the withdrawal of foreign troops from Lebanon. Mr Habib's first stop, on January 10, was Israel. Progress in the talks has so far been held up by Israel's insistence that normal relations with Lebanon must be established before negotiating the removal of all foreign forces. Mr Habib has the full weight of the Reagan administration behind him. Before leaving Washington, he was briefed at a meeting attended by all President Reagan's senior cabinet officers. After the White House talks, Mr Habib told reporters Mr Reagan believed the withdrawal of all foreign forces now in Lebanon is a necessary first step in the US peace initiative.
