    TRANSCRIPT: "For exceptionally meritorious conduct in the performance of outstanding service from August 1964 to February 1965 as Chief of the Maritime Staff of the Japan Maritime Self Defense Force. A distinguished naval officer, leader, and administrator, Admiral Nishimura has discharged his heavy responsibilities with unusual professional competence and resourcefulness, making a marked contribution toward advancing the high state of effective readiness of the Japan Maritime Self Defense Force. Additionally, he has fostered the fine spirit of cooperation and understanding that exists between the naval forces of Japan and the United States in the defense of the Free World. His professional competence and sound leadership reflect the highest credit upon himself and the Japan Maritime Self Defense Force."
