Background: THE TIGER DIVISION OF SOUTH KOREAN FORCES NOW OPERATIVE IN VIETNAM HAS NOT ONLY BEEN KEEPING THE VIET CONG IN CHECK BUT ALSO RESETTLING SOUTH VIETNAMESE REFUGEES IN BINH DINH PROVINCE.

THE SOUTH KOREAN TIGER TROOPS, WHO GAINED MANY DISTINCTIONS IN THE KOREAN WAR, TOOK OVER THE TACTICAL AREA OF RESPONSIBILITY FOR BINH DINH PROVINCE LESS THAN A YEAR AGO. SINCE THEN THEY HAVE TURNED WHAT WAS VIRTUALLY A VIET CONG STRONGHOLD INTO ONE OF MOST PEACEFUL AREAS FOR SOUTH VIETNAMESE CIVILIANS AND REFUGEES.

THE SOLDIERS OF THE TIGER DIVISION HAVE WON THE CONFIDENCE OF THE LOCAL INHABITANTS, AND INFORMATION IS NOW FREELY GIVEN TO THE SOUTH KOREANS.

THE IMPROVEMENT IN THE SITUATION IN THE PROVINCE IS INSTANCED BY THE FACT THAT THE PEASANTS WERE THIS YEAR ABLE TO HARVEST AND MARKET THEIR CROPS OPENLY -- SOMETHING WHICH HAS NOT BEEN DONE FOR MANY YEARS WITHOUT FEAR OF TAXES OR APPROPRIATION.

AT THE KOREAN DIVISION HEADQUARTERS JUST OUTSIDE QUI NHON THERE IS A 400 BED HOSPITAL EQUIPPED TO DEAL WITH ANY EMERGENCY. WOUNDED VIET CONG ARE TREATED ALONGSIDE KOREAN CASUALTIES. OTHER FACILITIES AT THE TIGERS' HEADQUARTERS INCLUDE A RADIO STATION- "VOICE OF THE TIGER" - WHICH PROVIDES NEWS FROM VIETNAM, KOREA AND ABROAD, AND PLAYS KOREAN RECORD REQUESTS; A FULLY-EQUIPPED MECHANICAL ENGINEERING UNIT, AND A BOOT REPAIR SHOP.

AN INTEGRAL PART OF THE TRAINING OF THE SOUTH KOREAN FORCES IS THE ART OF TAE-KWON-DO, A VARIATION OF WHAT IS KNOWN IN THE WESTERN WORLD AS KARATE. THE TIGERS HAVE BEEN BUSY IMPARTING THEIR KNOWLEDGE OF THIS ART TO THE SOUTH VIETNAMESE YOUNGSTERS, AND PHYSICAL EDUCATION CLASSES ARE HELD DAILY BY THE KOREANS. THESE HAVE BEEN ATTENDED BY MANY WOMEN AS WELL AS YOUNG MEN.

THE KOREAN FORCES HAVE ALSO GONE OUT OF THEIR WAY TO ASSIST REFUGEES POURING INTO THE PROVINCE, AND FREQUENTLY TRANSPORT HOMELESS PEASANTS AND THEIR GOODS TO VILLAGES WHICH HAVE BEEN EVACUATE DURING CLASHES WITH VIET CONG FORCES. THERE THE REFUGEES CAN START LIFE AGAIN -- EVEN IF THEIR NEW HOMES ARE LITTLE MORE THAN RUINS.

ALTHOUGH THERE IS STILL A CERTAIN AMOUNT OF INFILTRATION, THE TIGERS HAVE BEEN SUCCESSFUL IN ELIMINATING VIET CONG ELEMENTS FROM A LARGE PART OF THE PROVINCE. THEY HAVE MATCHED THE VIET CONG TACTICS BY SURPRISE ATTACKS, AND ARE PARTICULARLY EFFECTIVE IN NIGHT OPERATION.

HAVE CREATED WHAT IS THE NEAREST THING TO A "FRONT LINE" IN THE WAR IN VIETNAM. AS ASIANS, THE SOUTH KOREAN TIGER TROOPS HAVE BEEN ABLE TO WIN THE RESPECT AND CONFIDENCE OF THE SOUTH VIETNAMESE PEOPLE WITHOUT CONTRIBUTING A FOREIGN AID PROGRAMME ANY LARGER THAN THEIR OWN PERSONAL POCKETS. RECENTLY TIGER TROOPS DONATED PART OF THEIR OWN RICE RATION TO NEEDY VILLAGERS.

COMMANDING THE TIGERS IS 39-YEAR-OLD GENERAL CHAE MYUNG SHIN, THE HOLDER OF 14 KOREAN MILITARY DECORATIONS.
