Background: United Nations Secretary-General Dr. Kurt Waldheim flew into Spain on Monday (27 October) in a bid to solve the Spanish Sahara crisis.
It was part of a four-leg trip by Dr. Waldheim in his efforts to solve the problem. He has previously visited Morocco, Mauritania and Algeria.
On his arrival in Madrid, ho told reporters, "I am hopeful of a solution".
He was met by Spanish Foreign Minister Pedro Cortina and was rushed into the conference room with Spanish Prime Minister Carlos Arias Navarro.
Dr. Waldheim refused to comment on whether king Hassan of Morocco had accepted Spanish proposals for setting the dispute.
"I have some interesting suggestions to make up the Spanish Government," he said.
Asked whether the agreement of all concerned was necessary for the Security Council to decide to send a U.N. force to the Sahara, he replied, "theoretically,given that Spain is still responsible for the territory,it is above all the attitude os Spain which is the determining one".
The Spanish head of state, General Francisco Franco still hovers between life and death and at this stage the Spanish Government has no real leader.
