    During his five-day official visit to the U.K., Mr. Huang will have talks with Prime Minister Mr. James Callaghan, and Foreign Secretary, Dr. David Owen. Diplomat sources say the Chinese are most anxious to send students abroad with a large percentage going to the U.K. The Chinese have already shown interest in the possible purchase of the Harrier vertical take-off strike plane.

    Background: On the first day of his five-day official visit to Italy, the Chinese Foreign minister, Mr. Huang Hua, visited the Italian Foreign Minister, Sr. Arnaldo Forlani, to sign co-operation treaties. The minister exchanged views on international problems of common concern, and agreed on the need to let African nations determine their own future without outside interference. After discussing the Camp David agreements, Mr. Huang said all sides should be involved in the peace efforts, and expressed the hope that the United States would succeed in inducing Israel to accept Palestinian and Arab demands.

    SYNOPSIS: Mr. Huang went to the Italian Foreign Ministry after a brief meeting with Prime Minister, Signor Giulio Andreotti. He arrived in Rome after attending the United Nations General Assembly. The visit is seen as another step in China's policy of improving relations with Western countries, and closely follows Mr. Huang's visit to Greece in September.

    Mr. Huang is China's most senior visitor to Italy since the two countries established diplomatic relations eight years ago. Relations between them have developed rapidly since then. Mr. Huang took the opportunity to comment on the Middle East peace moves at Camp David. He said that unless all sides were involved in the peace agreements, then the door could be opened to Soviet interference in the region.

    The talks culminated in the signing of a cultural co-operation agreement between the two countries. Technical and scientific co-operation agreements were also signed, and Mr. Huang said that despite recent economic improvements, including a fifteen per cent increase in industrial production this year, these were fields in which China still lagged.

    Mr. Huang will have talks with Italian industrialists and a leading member of Italy's communist party Sr. Pietro Ingrao before leaving to visit the United Kingdom.
