    TRANSCRIPT: ROGERS: "The Treaty is more than a document to preserve the rights of inventors and simplify the work of specialists in Patent Law and Procedure. It represents another strand in the growing web of international understanding in contracts that is slowly, but surely making our world a more civilised place, and our relationship more productive of good for our Peoples. I not that parties to this conference have come from all the major regions of the world -- the Americans, Africa, Western Europe, Eastern Europe, the Middle East, and the Far East. It is nor small accomplishment to have reached agreement among nations with such varying legal systems and differing economic philosophies. I can only think that it is an encouraging result for us all."
