    Background: Further evidence of tension between troops of the U.N. Force and the Congolese Army came Aug 22 with the closures by Congolese troops of the ferry between Leopoldville and Brazzaville- the river frontier with the former French Congo Republic.

    It began with the attempted arrest by Congolese soldiers of Europeans leaving the ferry at Leopoldville. The arrest was thwarted by a platoon of U.N. troops standing at the alert with guns in position.

    More Congolese troops arrived, headed by Colonel Mobutu, Chief of Staff of the Congolese Army. After a long parley on the spot, the two sides agreed to post an equal number of men on duty at the ferry approaches. But the ferry service was suspended after that and work at the riverside docks came to a halt too with a docker's strike. Much of the city commerce was at a standstill with ensuing unemployment and hardship for the local people.
