    Background: MORE COMMONWEALTH LEADERS ARRIVED IN LONDON TODAY (MONDAY) TO TAKE PART IN THE YEARLY PRIME MINISTERS CONFERENCE. TODAY'S ARRIVALS INCLUDE MR WIJEMANNE FROM CEYLON, DEPUTY PRIME MINISTER SANGSTER OF JAMAICA, DR OBOTE OF UGANDA, PRESIDENT NKRUMAH FROM GHANA AND MR JAWARA OF GAMBIA.

    ON HIS ARRIVAL, DR OBOTE SAID HE THOUGHT RHODESIA WOULD BE THE MAIN TOPIC AT THE CONFERENCE WHERE HE SAID THE OPINIONS OF THE AFRICAN MAJORITY MUST BE CONSIDERED.

    PRESIDENT NKRUMAH DID NOT SPEAK TO NEWSMEN WHEN HE WALKED FROM HIS AIRCRAFT. LATER, AN OFFICIAL FROM THE PRESIDENT'S PARTY SAID RHODESIA WOULD BE REGARDED AS THE MOST IMPORTANT TOPIC. THERE WAS WARM WELCOME FOR PRESIDENT NKRUMAH FROM SEVERAL HUNDRED GHANAIANS NOW LIVING IN LONDON WHO SANG AND CLAPPED AS HE ARRIVED.

    SENIOR OFFICIALS HAVE ALREADY MET TO ARRANGE SUBJECT MATTERS WHICH WILL BE DISCUSSED DURING THE CONFERENCE. THE COMMONWEALTH LEADERS ARE TO APPROVE THE SETTING-UP OF A SECRETARIAT WHICH WILL PREPARE CONFERENCES, CIRCULATE FACTUAL PAPERS ON INTERNATIONAL PROBLEMS, AND HELP CO-ORDINATE PROGRAMMES OF ECONOMIC AID. THE FINAL SHAPE AND POWER OF THE COMMONWEALTH SECRETARIAT IS YET TO BE DECIDED BUT MANY OF THE AFRICAN MEMBERS WANT IT TO HAVE EXECUTIVE POWERS, ABLE TO INITIATE AND SUGGEST SOLUTIONS TO COMMON PROBLEMS.

    SEVENTEEN PRIME MINISTERS AND PRESIDENTS AND FOUR DEPUTIES WILL SIT AROUND THE TABLE AT MARLBOROUGH HOUSE ON THURSDAY WHEN THE CONFERENCE OPENS. OF THE 21 CONTINGENTS, NINE ARE FROM AFRICA, FOUR FROM ASIA, THREE FROM THE AMERICAS, THREE FROM EUROPE AND TWO FROM AUSTRALASIA.
