AND WE SAID THIS OVER THE WHOLE FILED AND IT WAS REPEATED IN 1970. WHAT I'VE DONE IN NEGOTIATION FOR THE TERMS IS TO PICK UP THE HAND THAT WE WERE LEFT, AND SO THERE WERE CERTAIN THINGS. THE TRANSITIONAL ARRANGEMENTS FOR INDUSTRY AND AGRICULTURE, THE ARRANGEMENTS OVER TARIFFS, THE ARRANGEMENT FOR HARMONISATION OVER A PERIOD OF PRICES AND MATTERS OF THAT KIND. THE PROTECTION FOR THE DEVELOPMENT COUNTRIES OF THE COMMONWEALTH. THE SPECIAL ARRANGEMENTS FOR CERTAIN COUNTRIES ON COMMODITIES, THE SPECIAL ARRANGEMENTS FOR NEW ZEALAND. ALL THESE THINGS WERE MATTERS WE NEGOTIATED AND WHICH SUCCESSIVE GOVERNMENTS IDENTIFIED AS PROBLEMS ON WHICH WE HAD TO HAVE FAIR TERMS BEFORE WE COULD JOIN. AND WE COULDN'T JOIN EVEN IF IT WAS BRITISH INTERESTS, IF IT MEANT WE ABANDONED OUR DUTIES TOWARDS THE DEVELOPING COMMONWEALTH OR OUR OBLIGATIONS TOWARDS NEW ZEALAND. IT WOULD BE HARD FOR US BUT WE SAID WE HAD TO HAVE SATISFACTORY TERMS. I BELIEVE WE'VE GOT THEM NOW. SATISFACTORY FOR THEM BECAUSE THEY'VE ACCEPTED THEM AND REALLY ILLUSTRATIVE IN THE WAY IN WHICH THE COMMUNITY WE ARE JOINING IS FULLY UNDERSTANDING OF ITS OBLIGATIONS TOWARDS THE REST OF THE WORLD.



    IN CONSEQUENCE I BELIEVE THAT IN CREATING THIS WIDER EUROPE WE WILL DO WHAT THE SUCCESSIVE GOVERNMENTS HAVE WISHED TO DO, TO BRING ABOUT CONDITIONS OF DETENTE BETWEEN EAST AND WEST, HELPED TO END THE DIVISIONS BETWEEN NORTH AND SOUTH AND GIVE GREATER AID TO THE DEVELOPING COUNTRIES OF THE REST OF THE WORLD. NOT ONLY WILL BE BENEFIT AND EUROPE, BUT I BELIEVE THE COMMONWEALTH AND THE WHOLE WORLD WILL BENEFIT IF THIS ENLARGEMENT PROCESS IS COMPLETED ON THE TERMS WE HAVE NEGOTIATED."
