    Background: ATTEMPTS BY LONDON DOCKERS TO PREVENT THE START OF A GBP65,000000 STERLING CONTAINER-SHIP SERVICE TO AUSTRALIA WERE BEATEN BY AN EMERGENCY PLAN WHICH SWITCHED 20,000 TONS OF BRITISH EXPORTS TO ROTTERDAM. TODAY (THURSDAY) THE 27,000-TON BRITISH SHIP "ENCOUNTER BAY" SAILED FROM HOLLAND ON HER MAIDEN VOYAGE.

    CARS, CARPETS, WASHING MACHINES, TEXTILES AND COSMETICS WERE AMONG THE EXPORTS - IN 1.300 CONTAINERS - WHICH WERE DIVERTED TO ROTTERDAM WHEN UNION MILITANCY THREATENED THE SAILING.

    THE "ENCOUNTER BAY" IS THE FIRST OF NINE SHIPS BEING BUILT FOR A WEEKLY SERVICE THAT WILL TAKE OVER THE BULK OF THE UNITED KINGDOM-AUSTRALIA TRADE NOW CARRIED ON BY ABOUT 80 TRADITIONAL CARGO LINERS. THE SERVICE WILL BE OPERATING OUT OF ROTTERDAM UNTIL THE LONDON DISPUTE IS SETTLED.

    DOCKERS AT TILBURY HAD AGREED TO WORK THE NEW SHIPS OF THE INTEGRATED SERVICE TO BE PROVIDED BY OVERSEAS CONTAINERS AND ASSOCIATED CONTAINERS, CONSORTIA REPRESENTING NINE BRITISH SHIPPING GROUPS WHOSE COMBINED CAPITAL EXCEEDS GBP700,000,000 STERLING. BUT NO. 1. GROUP OF THE TRANSPORT AND GENERAL WORKERS UNION IN THE PORT OF LONDON REFUSED TO ALLOW THE AGREEMENT TO BE CARRIED OUT. THEY WANT HIGHER PAY FOR MEN THROUGHOUT THE PORT AND NOT JUST FOR THOSE ON CONTAINER-SHIP BERTHS.

    THE "ENCOUNTER BAY" WAS BUILT IN GERMANY FOR OVERSEAS CONTAINERS LTD. A SECOND SHIP IS EXPECTED TO MAKE HER DEBUT FOR ASSOCIATED CONTAINERS FROM ROTTERDAM LATER THIS MONTH.
