    A. "WELL OF COURSE, IT ALL DEPENDS WHAT YOU MEAN BY CONSULTATION. I SAY FLATLY THAT I WAS NOT CONSULTED IN THE PROPER SENSE. THE BRITISH GOVERNMENT DID NOT CONSULT MY GOVERNMENT BEFORE THEY TOOK THE CABINET DECISION."



    Q. "DID THIS DECISION COME AS A SURPRISE OR A SHOCK TO YOU?"



    A. "WELL, THE SHOCK IS IN THE SENSE THAT THE BRITISH GOVERNMENT INFORMED ME THAT THEY WERE TO GO AHEAD WITH THIS ANNOUNCEMENT AND THAT THE CABINET HAS ALREADY DECIDED IT. BUT THE HARD FACTS WERE, OF COURSE, THAT - TYPICAL OF THE BRITISH GOVERNMENT - THERE HAD BEEN A SERIES OF LEAKS LITERALLY FOR WEEKS AND MONTHS THAT SOME DECISION OF THIS NATURE HAD BEEN MADE."



    Q. "THE DECISION SEEMS TO HAVE BEEN TAKEN UNILATERALLY BY THE BRITISH GOVERNMENT. DO YOU ACCEPT THAT THEY HAD THE RIGHT TO TAKE A DECISION IN THIS MANNER?"



    A. "NO, I CERTAINLY DO NOT. I HAVE CONSISTENTLY SAID THAT THE QUESTION OF THE SECESSION OF ANY PART OF THE FEDERATION IS A MATTER FOR ALL THE GOVERNMENTS OF THE FEDERATION.



    Q. "FINALLY SIR ROY, IN YOUR OPINION, WHERE DOES THE FEDERATION GO FROM HERE?"



    A. "THIS OF COURSE, IS AN EXTREMELY DIFFICULT QUESTION FOR ME TO ANSWER. THE ATTACKS ON THE FEDERATION HAVE GONE ON FOR A LONG TIME, THEY HAVE RANGED FROM MEMBERS OF THE CHURCH TO MEMBERS OF THE LEFT-WING PARTIES, THE AFRICAN EXTREMISTS, EUROPEAN EXTREMISTS - ALL THESE PEOPLE HAVE WANTED TO GET RID OF THE FEDERATION AND TO DESTROY IT. I BELIEVE THAT THE TRAGEDY OF NYASALAND'S REMOVAL FROM THE FEDERATION WOULD BE MULTIPLIED MANY TIMES OVER IF THE TWO RHODESIAS THEMSELVES WERE TO BE DIVIDED. NOW, OF COURSE, THE FUTURE DEPENDS VERY LARGELY ON THE EXTENT OF THE ATTITUDE OF THE TWO GOVERNMENTS IN NORTHERN AND SOUTHERN RHODESIA. I HAVE REASON TO THINK FROM WHAT I UNDERSTAND OF THE NEW GOVERNMENT IN SOUTHERN RHODESIA, THAT THEY WILL TAKE NO ACTIONS TO DESTROY THE FEDERATION, THOUGH THEY DO SAY THEY WANT A REALISTIC APPROACH MADE TO THE PROBLEMS. NORTHERN RHODESIA HAS ALREADY INDICATED THROUGH SOME OF ITS NEW MINISTERS THAT THEY WANT TO DESTROY IT."
