    Background: SIERRA LEONE PRIME MINISTER SIAKA STEVENS' ALL PEOPLES CONGRESS PARTY WON ALL 24 SEATS IN FREETOWN'S CITY COUNCIL ELECTIONS ON FRIDAY (3 APRIL). THE ELECTIONS WERE THE FIRST FOR THE CITY COUNCIL SINCE SIERRA LEONE RETURNED TO CIVILIAN RULE TWO YEARS AGO. ON ELECTION-EVE, ALL PEOPLES PARTY CONGRESS SUPPORTERS DROVE ABOUT THE STREETS OF FREETOWN, URGING PEOPLE TO VOTE FOR THEIR PARTY. THEY MORE THE PARTY'S COLOUR, RED, WHICH THEY ARE FORBIDDEN TO DISPLAY ON POLLING DAY. ON ELECTION DAY, PEOPLE QUEUED AT POLLING PLACES TO CAST THEIR VOTES.

    THE CONGRESS PARTY, WHOSE MAIN OPPONENTS WERE CANDIDATES OF THE FORMER RULING SIERRA LEONE PEOPLES PARTY, GAINED OVER 75 PER CENT OF THE VOTES CAST. IN ALL, MORE THAN 120,000 PEOPLE WERE ELIGIBLE TO VOTE.

    THE ELECTIONS WERE PRECEDED BY A WAVE OF VIOLENCE WHICH FORCED THE AUTHORITIES TO TIGHTEN SECURITY MEASURES IN FREETOWN. THE WEEK BEFORE POLLING, THERE PEOPLE WERE KILLED WHEN HOUSES WERE SET ON FIRE BY POLITICAL THUGS.

    THE FREETOWN CITY COUNCIL HAS BEEN RUN BY TWO SETS OF COMMITTEE OF MANAGEMENT SINCE 1967 WHEN THE ARMY SEIZED POWER. THE FIRST COMMITTEE SET UP BY THE MILITARY REGIME WAS SCRAPPED AND THE OUTGOING COMMITTEE WAS SET UP BY PRIME MINISTER STEVENS.
