    WASHINGTON (UPI) -- PRESIDENT CARTER MET WITH TWO TOP EGYPTIAN OFFICIALS FRIDAY AND HAD A "POSITIVE AND USEFUL DISCUSSION" ABOUT MIDDLE EAST PEACE NEGOTIATIONS, THE WHITE HOUSE SAID.

    EGYPTIAN VICE PRESIDENT HOSNI MOBARAK AND CARTER MET FOR A HALF HOUR. SECRETARY OF STATE EDMUND MUSKIE AND NATIONAL SECURITY ADVISER ZBIGNIEW BRZEZINSKI ALSO ATTENDED THE SESSION.

    AFTER THE WHITE HOUSE MEETING, MOBARAK CONTINUED HIS TALKS AT THE STATE DEPARTMENT WITH MUSKIE.

    A SHORT TIME EARLIER, FORMER EGYPTIAN PRIME MINISTER MUSTAFA KHALIL, WHO WAS A CHIEF NEGOTIATOR DURING THE ISRAELI-EGYPTIAN PEACE TREATY TALKS, PAID A COURTESY CALL ON CARTER.

    WHITE HOUSE PRESS SECRETARY JODY POWELL DESCRIBED THE TALKS WITH MOBARAK AS A "POSITIVE AND USEFUL DISCUSSION IN WHICH THE SITUATION ON THE MIDDLE EAST PEACE NEGOTIATIONS WAS REVIEWED."
    MOBARAK CARRIED A MESSAGE FROM EGYPTIAN PRESIDENT ANWAR SADAT TO CARTER, BUT POWELL REFUSED TO SAY WHAT IT CONTAINED.

    AT THE STATE DEPARTMENT, OFFICIALS SAID A DECISION HAS BEEN MADE AND ACCEPTED BY ALL SIDES THAT THE EGYPTIAN-ISRAELI TALKS ON PALESTINIAN AUTONOMY IN THE ISRAELI-OCCUPIED TERRITORIES WILL CONTINUE.

    THE TWO NATIONS HAD SET A MAY 26 DEADLINE FOR THEMSELVES TO SETTLE THE ISSUE, BUT ONCE IT BECAME CLEAR THEY COULD NOT MEET THE TARGET, THEY DECIDE TO GO ON TALKING.

    EGYPT IS CURRENTLY ANGRY AT ISRAEL FOR PLANNING TO MAKE JERUSALEM ITS CAPITAL, AND KHALIL DISCUSSED THE MATTER WITH REPORTERS AFTER HIS MEETING WITH CARTER.

    KHALIL ALSO SAID THAT ANOTHER CAMP DAVID TYPE SUMMIT MEETING -- THE KIND CATER HELD WITH SADAT AND ISRAELI PRIME MINISTER MENACHEM BEGIN IN 1978 -- WOULD ONLY BE AN EMBARRASSMENT UNLESS THERE WERE SURE SIGNS IT WOULD RESULT IN AGREEMENT.

    KHALIL, NOW DEPUTY CHAIRMAN OF SADAT'S NATIONAL DEMOCRATIC PARTY, ALSO CRITICIZED THE ISRAELI FOR THEIR MANNER OF NEGOTIATING.




    "I HAVE TO SAY THAT EACH ROUND OF NEGOTIATIONS WE'RE CONFRONTED WITH THE SAME TACTICS," KHALIL SAID. HE POINTED OUT THE TIMING OF THE JERUSALEM RESOLUTION COINCIDED WITH THE MEETING OF 43 ISLAMIC FOREIGN MINISTERS IN PAKISTAN.




    "THIS IS EMBARRASSING NOT ONLY TO THE EGYPT BUT TO THE UNITED STATES AND ITS RELATIONS TO THE ISLAMIC WORLD, CREATING A SITUATION. THAT WAS NOT WARRANTED," KHALIL SAID.
