at the entrance to the centre president tito was greeted by yugoslav foreign secretary josip vrhovec.

belgrade, july 25 (tanjug).- the ministerial conference of non-aligned countries was formally opened at belgrade's sava centre at close to 10:30 a.m. today.
president tito is to address this opening plenary session.
the conference was opened by a.c.s. hameed, minister of foreign affairs of the coordinator country, Sri Lanka.

the conference was formally opened by the representative of sri lanka, the host country of the last non-aligned summit, foreign minister a.c.s. hammed.
hameed warmly welcomed the presence of president tito, who is to address the conference.
attending the conference are the delegations of 85 member countries of the non-aligned movement headed by 74 foreign ministers and 11 ranking officials.
representatives of 20 countries, liberation movements and international organizations are attending as observers and 7 as guests.

the yugoslav president said that, instead, the correctness and vitality of the non-aligned movement's principles and goals have been verified - "they have asserted themselves as the only possible basis for constructive and effective action by our movement".
tito then insisted that the non-aligned countries can allow nobody to bring into question the solidarity of the movement or "blunt the edge of its fundamental commitments and action unity." he said the non-aligned cannot allow anybody "to dilute the policy of non-alignment or reduce the intensity or our solidarity with peoples fighting for their independence, freedom and free choice of the roads of their own development".
"all sectarianism is alien to non-alignment. divisions based on ideological, religious or other criteria and motives are impermissible, regardless of the slogans behind which they hide," president tito specified.

president tito spoke of the various pressures today against the unity of the non-aligned and emphasized:
"we are witnesses to attempts to establish in vitally important regions of the non-aligned world, above all in africa, new forms for a colonial presence and new forms of bloc dependence, foreign influence and domination. we must stand united in resisting such attempts,"
the yugoslav president called on the non-aligned countries for greater determination in transcending, in their ranks, conduct and disagreements which are to the detriment of the countries and the movement as a whole. he said individual national interests and the problems handed down by colonialism cannot be allowed to lead to conflicts and called for a democratic appreciation for differences and their peaceful settlement.

tito said that, even more than for others, for the non-aligned movement, a movement working for democratic relations worldwide, respect in indicated for democratic rules of conduct in relations within itself.
he warned against the "danger of trying to impose narrow self-interests", which is conducive to "undermining the solidarity and force of our movement."
the yugoslav president spoke of the need having ripened for the non-aligned countries to find effective ways for the peaceful and democratic settlement of disputes which emerge between them.
tito, further, voiced his concern at peace again being threatened by the policy of force and a continuing and terrifying arms race.
"we are once again at a dangerous crossroads" and the need is greater than ever for "dynamic action by the non-aligned countries in international affairs," president tito emphasized.

enthusiastically greeted by representatives of the 110 participant, observer and guest countries, tito wished full success to the ministerial conference of the non-aligned countries, which began today in belgrade.
the yugoslav president stressed the need, in preparing for next year's non-aligned summit in havana, for the non-aligned "to do everything in our power to further assert the fundamental principles, goals and commitments of the movement of non-alignment, reinforce its unity, solidarity and action capacity."
tito pointed to the maximum efforts this will require to mitigate and overcome contradictions and clashes between individual non-aligned countries.

yugoslav president tito said it is the non-aligned countries who have brought to light, by their view of the world and joint political action, the real problems confronting mankind and pointed to the roads and possibilities for dealing with them.
the yugoslav president emphasized that the policy of non-alignment is by its nature directed against "imperialism, neocolonialism, racism, and all other forms of foreign domination and exploitation." he stressed that it is directed against the policy of force, against political and economic hegemony, and against all from of foreign interference and dependence.
"this all makes the movement of non-alignment anti-bloc in its commitment," president tito said, adding that non-alignment does not see the world's future in a balance of power between the blocs or in the supremacy of one bloc.

the yugoslav president spoke of the non-aligned movement's independence and unity and of its being an independent factor in world affairs, emphasizing that "it must remain so." he described the movement as having worked and working for active peaceful coexistence, which means a constant struggle for peace and equality in the world and against the imposition by others of their social-political systems or ideologies.

tito pointed to the particular importance of reviving the process of tension easing.
he said detente by definition must be universal and encompass the whole world, lead to the democratization of international affairs and at least diminish, but never reinforce, bloc divisions in the world. only thus understood and pursued, he insisted, can detente create conditions favourable to the affirmation and strengthening of the independence of peoples and nations, even of those within block alliances, and serve to supersede the world's division into blocs.
detente, president tito said, requires the active participation of all countries, and he described relations between the big powers, who have a special responsibility, as "an important part of detente".
"nonetheless", tito concluded, "detente is not a question exclusively theirs, but and interest of all countries, whose destinies tie in with these relations.

a.c.s. hameed paid a high tribute to president tito and yugoslavia's dedication to non-alignment.
"one may rightly call president tito the dean of the non-aligned world", a.c.s. hameed said, voicing confidence that the non-aligned ministerial conference will help reinforce the movement's principles.
warmly greeted by the conference participants, tito noted in his welcoming address that changes and developments in the world since the inception of the movement "have in no way contested non-aligned principles and objectives".
