Background: 1943 FILE, LONG BEACH, CALIFORNIA, USA, AND OFF THE FALKLAND ISLANDS

President Ronald Reagan recommissioned the newly refitted World War Two battleship USS New Jersey on December 28. The ship has been re-equipped at a cost of 326 million dollars as part of a programme to rebuild the United States navy. The New Jersey was launched in 1943. It fought in World War Two, Korea and Vietnam before being retired from active duty. With its massive guns, the New Jersey had been considered by many as a relic of the way this century's early sea battles were fought. However the US Navy has stripped much of the deck armament away, replacing it with Tomahawk and Harpoon cruise missiles which can attack other ships or land targets from thousands of kilometres (miles) away. Some of the missiles will carry nuclear warheads. There are also the ship's 400 millimetre (16 inch) guns which can deliver shells as heavy as an automobile with pinpoint accuracy. Critics point out that, by herself, the New Jersey is virtually defenseless against torpedoes or missiles, just like HMS Sheffield was in the Falklands conflict. The British destroyer was hit by a sea-skimming missile called 'Exocet'. The US Navy argues that the revitalised New Jersey would never go into battle on its own, and says that with its 43 centimetre (17 inch) thick armoured plating it could take at least ten Exocet hits. Even after such an attack, the battleship could remain in action. President Reagan said that faced with the development of weapons with immense destructive power, the United States had no choice but to maintain ready defensive forces which were second to none. He said the cost of this was high but the price of neglect was even higher. The President said he would challenge anyone who had been aboard or seen the New Jersey to argue its value. He claimed the recommissioned ship was a good example of the cost-consciousness of his administration.
