    TRANSCRIPT: SEQ. 2: SHAWA: "Of course things look pretty grim. Egypt of course has taken the stand-point of all the Arabs. It has asked for complete Israeli withdrawal from the occupied territories. It has asked for the right of self-determination to the Palestinians and I think that would be the minimum the Palestinians themselves would ask for. The stand that President Carter has taken in upholding the idea of human rights is something that one should think of. It seems that Israel does not seem convinced that the Palestinians are human, because if President Carter advocates human rights, the first thing that would follow that is the right of self-determination. There doesn't seem to be much to expect unless Israel is pressurised by the only power that can do it, which is the United States. Then it may become a little more flexible. Israel has actually given.......nothing. Israel has taken everything from the Arabs. Israel has occupied all Palestine, it has occupied Sinai, it has occupied the Golan Heights, and Israel wants the Arabs to make concessions. What concessions can the Arabs give after israel has occupied all their territories? So King Hussein, I don't think he would go in or join any talks if things remain as they are. I'm afraid that if Israel is not convinced Israel will have to maintain a strong standing army and the Arabs will begin preparing for a new war, because things cannot remain as they are now."

    Background: The Mayor of Gaza, Rachad Shawa, has strongly criticised Israel's recent peace moves. In a recent interview, he stressed that the question of self-determination for the Palestinians was no more than a basic question of human rights. He also said that unless Israel was pressurised into adopting a more flexible stance with regard to the future of the occupied territories then there was a likelihood of another Middle East war in the future.
