The Secretary-General of the Organisation of American States, Senor Alejandro Orfila of Argentina, has had talks in Paris with French President Valery Giscard D'Estaing.

Senor Orfila went to the Elysee Palace to meet President Giscard on Monday, after talks with French Foreign Minister Louis de Guiringaud. The Organisation of American States, which has its headquarters in Washington, includes the U.S.A. and Cuba among its 25 members.
Senor Orfila said after the meeting that the talks had centred on the means of obtaining a closer relationship between EEC countries, including France, and Latin America.
ORFILA: "Well, I had brief interview with the President and we discussed many things of interest, particularly on the cooperation between France and Latin America, mainly through the O.A.S. We also discussed general matters concerning Latin American affairs and our relation with Europe, how we are interdependent with each other. We exchanged notes on what will be done to get even closer together and have more cooperation, more participation in this sphere until we are so interdependent.
REPORTER: "How do you expect to promote further closer relations?"
ORFILA: "Well you know that France is an observer of the O.A.S. They have been always very active to obtain cooperation (indistinct) French ambassador to Washington. They have also officials who work practically all the time with the O.A.S. and I am sure they will keep going and getting closer with these type of relations."
REPORTER: "And the President (indistinct)?
ORFILA: "Oh yes, the President has a great deal of interest in America, in Latin America, in our organisation, and I trust that we will continue to have as we always have had a great deal of interest in the affairs of the O.A.S."
Senor Orfila was scheduled to leave Paris on Wednesday (26 October) for Brussels for talks with the Belgian government and with the President of the EEC Commission, Mr. Roy Jenkins. The Organisation of American States was founded at Bogota, Colombia in 1948 "to foster mutual understanding and cooperation among the nations of the western hemisphere". France, belgium, Canada, Israel, Italy and Japan are among the Organisation's permanent observers.
