    WALDHEIM: "Mr. President, distinguished members of the Council. Now that the Security Council has renewed the mandate of UNIFIL for a further four months, I wish to assure the Council that I and my colleagues, both here and in Lebanon, will do all that we can to give effect to the decisions of the Council, and to bring about, as soon as possible, the fulfillment of the task entrusted to UNIFIL in resolutions four to five, and four to six. As I stated in my report, I am very much aware of the sense of frustration at the fact that six months has not proved long enough to discharge this task. It is important, however, not to overlook the achievement of UNIFIL for the large part of its task under extremely difficult conditions. I hope very much that during the forthcoming mandate we shall make substantial progress. I am fully in agreement with the Council's anxiety that the presence of UNIFIL should no become the pretext for delay in achieving the Security Council's objectives. On the other hand I am also convinced that the ending of UNIFIL's mandate at the present time would have had disastrous results."

    Background: The United Nations Security Council met on Monday to decide on the future of the peacekeeping force in Southern Lebanon. The fifteen-member council voted 12 - nil to extend the life of the force, which is known as UNIFIL. There were 2 abstentions, the Soviet Union and Czechoslovakia. The force will now remain in the Lebanon until January 19th 1979. China did not take part in the vote in accordance with its usual practice. concerning UN peace-keeping operations.

    SYNOPSIS: The Secretary-General Dr. Kurt Waldheim had, in his latest report on UNIFIL, recommended a six-month extension. But France, which has the largest troop contingent in the 6,000 man force, wanted this reduced to three months. The United States sponsored the compromise resolution. Addressing the Council immediately after the vote, Secretary-General Waldheim appealed for the cooperation of all the parties concerned.
