    MEANWHILE, MARTIAL LAW REMAINS IN FORCE THROUGHOUT SOUTH VIETNAM. THE NATIONAL ASSEMBLY HAS BEEN DISSOLVED.

    YESTERDAY (MONDAY) RADIO SAIGON ANNOUNCED THAT NEW PREMIER NGUYEN NGOC THO HAD CHOSEN A CABINET WITH THE APPROVAL OF THE REVOLUTIONARY ARMY COUNCIL. THE RADIO SAID MR. THO WOULD TAKE THE POSTS OF MINISTER OF ECONOMIC AFFAIRS AND MINISTER OF FINANCE. THE MINISTER OF SECURITY WILL BE GEN. TON THAT DINH, THE YOUTHFUL OFFICER WHO CLAIMS TO HAVE PLANNED THE OVERTHROW OF PRESIDENT NGO DINH DIEM.

    GEN DINH, 38, SAID IN AN INTERVIEW THAT THE "MORALE OF THE ARMY HAD FALLEN" AFTER THE BUDDHIST CRISIS OF THE LAST FEW MONTHS TO THE POINT WHERE HE FEARED MASS DESERTIONS.

    IN SAIGON POST GOVERNMENT OFFICIALS ARE BACK AT THEIR DESKS AND REPAIR CREWS ARE PUTTING UP POWER AND TELEPHONE LINES KNOCKED DOWN BY FRIDAY NIGHT'S HEAVY GUNFIRE. BUT TANKS, ARMOURED CARS AND TROOPS REMAIN ON DUTY WITH CIVILIANS BRINGING THE SOLDIER GIFTS OF FRUIT AND CANDY. MANY TANKS HAVE FLOWERS ON THE THEIR TURRETS.
