    POLLING STATIONS THROUGHOUT SOUTH VIETNAM WERE HEAVILY GUARDED BY ARMED TROOPS BECAUSE OF A THREAT BY ROMAN CATHOLIC GROUPS TO STAGE DEMONSTRATIONS. THE ROMAN CATHOLIC LEADERS HAVE DEMANDED THE OUSTING OF DR. QUAT. THE DISPUTE ARRIVES FROM DR. QUAT'S FIVE CABINET CHANGES. MR SUU HAS REFUSED TO APPROVE THE CHANGES ON THE GROUNDS THAT TWO OF THE MINISTERS HAVE NOT RESIGNED THEIR POSTS.
