    Background: A senior West German Government official crossed the wall into East Berlin today (Wednesday March 31) -- for the tenth round of talks with East Germany on improving relations between the two states. Following the last talks on March 17 between West German Secretary of State Egon Bahr and his East German counterpart, Michael Kohl, Herr Bahr said progress was "slow but sure". No news was released following Wednesday's talks, which are confidential.
