    Background: THE THIRD SUMMIT CONFERENCE OF THE ORGANISATION OF AFRICAN UNITY (OAU) ENDED IN ACCRA EARLY YESTERDAY (TUESDAY). THE MEETING ENDED SOME TIME AFTER MIDNIGHT AT THE CONCLUSION OF A BUSY DAY OF DISCUSSIONS FOR ALL THE DELEGATES.

    SOME OF THE PRIME MINISTERS AND PRESIDENTS LEFT FRO HOME BEFORE THE FINAL SESSION LEAVING SENIOR MEMBERS OF THEIR DELEGATIONS IN CHARGE.

    GHANA'S PRESIDENT NKRUMAH WOUND UP THE CONFERENCE WITH A PLEA FOR THE EARLY ESTABLISHMENT OF AN ALL-AFRICA GOVERNMENT. HE TOLD THE DELEGATES: "LET US NOT FORGET THAT THE MASSES OF AFRICA ARE IMPATIENT TO SEE THEIR HOPES AND ASPIRATIONS QUICKLY FULFILLED." PRESIDENT NKRUMAH SAID THAT THIS O.A.U. CONFERENCE HAD TAKEN IMPORTANT DECISIONS WHICH "WILL DEMONSTRATE TO THE WORLD, IN SPITE OF THE MANOEUVRES OF IMPERIALISTS AD NEO-COLONIALISTS, THAT WE CAN TAKE OUR DESTINY IN OUR OWN HANDS."
    IN A RESOLUTION ADOPTED BY THE CONFERENCE, THE DELEGATES CALLED FOR THE SETTING UP OF AN AFRICAN DEFENCE BODY TO ENSURE PEACE AND SECURITY ON THE CONTINENT. THE RESOLUTION POINTED OUT THAT MEMBER STATES WERE AWARE THAT COUNTRIES ADJACENT TO AFRICAN COUNTRIES AND STILL UNDER FOREIGN RULE WERE POSSIBLE TARGETS FOR ATTACK BY COLONIALISTS UNLESS AFRICA COULD PROVIDE A SUITABLE DETERRENT. THE RESOLUTION RECOMMENDED THAT O.A.U. MEMBERS EARMARK UNITS OF THEIR NATIONAL ARMED FORCES FOR SPECIFIC PURPOSES.

    SOME OF THE AFRICAN LEADERS HAVE EXPRESSED THEIR INTENTION WHILE IN ACCRA OF ATTENDING THE AFRO-ASIAN SUMMIT CONFERENCE DUE TO OPEN IN ALGIERS ON NOVEMBER 5.
