Background: AMERICAN SENATOR EDWARD KENNEDY AND THREE CONGRESSIONAL COLLEAGUES ARE NOW IN VIETNAM TOURING THE VARIOUS PROVINCES TO STUDY THE REFUGEE PROBLEM AND MEET AMERICAN TROOPS.

ON THE THIRD DAY (TUESDAY) OF THEIR TOUR TO SOUTH VIETNAM SENATOR KENNEDY AND HIS PARTY VISITED SOME OF THE AMERICAN TROOPS STATIONED IN NHA TRANG, NORTH-EAST OF SAIGON. THEY WERE ENTHUSIASTICALLY GREETED BY THE SOLDIERS AND PRESENTED WITH A SOUVENIR.

SENATOR KENNEDY, ACCOMPANIED BY SENATOR JOSEPH TYDINGS, AND CONGRESSMEN JOHN CULVER AND JOHN TURNEY; TRAVELLED THROUGHOUT SOUTH VIETNAM BY MILITARY AIRCRAFT. FLYING INTO CAN THO PROVINCE, THEY WATCHED THE VIETNAMESE SOLDIERS TRAINING WITH THE AMERICANS IN GUERILLA WARFARE.

ON THE LAST LEG OF THEIR TRIP FOR THE DAY THEY WERE GREETED BY VIET CONG ARMS FIRE AS THEY FLEW INTO CAI-CAI SPECIAL FORCES CAMP NEAR THE CAMBODIAN BORDER, AND ONE OF THE LONLIEST OUTPOSTS OF THE VIETNAM WAR.

THE SNIPING BROKE OUT FROM A RIVER LESS THAN A MILE FROM THIS CAMP. LOW-FLYING U.S. ARMY HELICOPTERS, WHICH HAD DRAWN THE FIRE, IMMEDIATELY SWEPT IN AND STRAFED THE SPOT WITH ROCKETS AND MACHINE-GUNS. SENATOR KENNEDY AND HIS COLLEAGUES WATCHED THE BRIEF ACTION MARKED BY PUFFS OF WHITE SMOKE WHILE CIRCLING IN THEIR HELICOPTER.

AT THE OUTPOST, SENATOR KENNEDY TALKED WITH OFFICIALS OF THE 150-MAN STRONG VIETNAMESE REGULAR FORCE STATIONED THERE, AND WITH U.S. SPECIAL FORCES MEN WHO ADVISE ON OPERATIONS IN THE AREA. ARMED HELICOPTERS FLEW LOW OVERHEAD THROUGHOUT THE VISIT. SENATOR KENNEDY AND HIS PARTY LEAVE FOR VIENTIANE IN LAOS ON WEDNESDAY (OCTOBER 27).
