Background: THE HEAD OF THE NIGERIAN MILITARY GOVERNMENT AND COMMANDER OF THE ARMED FORCES, MAJOR GENERAL YAKUBU GOWON, VISITED A TRAINING CAMP ON VICTORIA ISLAND, IN LAGOS, ON MONDAY AND CALLED ON THE TROOPS TO DEDICATED THEMSELVES TO BRINGING DOWN THE REBELLION IN EASTERN NIGERIA, THE BREAK-AWAY REGION WHICH NOW CALLS ITSELF THE REPUBLIC OF BIAFRA. GENERAL GOWON ROUNDED OFF HIS TOUR OF THE CAMP BY CALLING AT THE AMERICAN INTERNATIONAL SCHOOL THERE.

GENERAL GOWON'S PARTY WAS CONDUCTED AROUND THE CAMP BY LIEUTENANT-COLONEL HARUNA, WHO COMMANDS THE THIRD DIVISION. THE COLONEL EXPLAINED THAT HIS DIVISION WAS MAINLY FOR RE-INFORCEMENT, AND DISCLOSED THAT 800 TROOPS HAD BEEN SENT FROM THE CAMP FOR THAT PURPOSE THE PREVIOUS DAY. HE SAID HIS MAIN ASSIGNMENT WAS TO ESTABLISH A GOOD COMBAT ADMINISTRATION AND TO TRAIN TRANSIT TROOPS.

THE VICTORIA ISLAND CAMP OCCUPIES AN AREA ONCE USED AS AN INTERNATIONAL TRADE FAIR. GENERAL GOWON TOLD COLONEL HARUNA THAT THE SOLDIERS AT THE CAMP SHOULD BE GIVEN TRAINING TO TOUGHEN THEM FOR THE TASK AHEAD, AS HE WAS CONVINCED THAT THOSE WHO COULD NOT FACE A TOUGH TRAINING WOULD NOT BE ABLE TO DO THE JOB AT THE FRONT.

ON HIS WAY OUT OF THE CAMP, THE GENERAL VISITED CHILDREN IN THEIR CLASSROOMS AT THE AMERICAN INTERNATIONAL SCHOOL, AND EXPRESSED HIS SATISFACTION AT THEIR PROGRESS.

(RADIO NIGERIA CLAIMED ON MONDAY NIGHT THAT BIAFRA HAD RECRUITED 80 MERCENARIES FROM WEST GERMANY, AND THAT THESE WERE NOW ON THEIR WAY TO THE BREAKAWAY STATE. HOWEVER, THE FOREIGN OFFICE IN BONN SAID YESTERDAY - TUESDAY - THAT RECRUITMENT OF WEST GERMANS FOR MILITARY AND PARA-MILITARY SERVICE ABROAD WAS BANNED UNDER WEST GERMAN LAW).
