Background: The Presidium of the Supreme Soviet on Wednesday (31 May) gave unanimous approval to the non-aggression treaty with West Germany. The pact is seen as a key element in moves to relax tensions in post-war Europe, and the presidium's vote sets the Soviet Union's final seal of approval on the treaty.
Speaking at the Presidium meeting, President Podgorny said West Germany would always find the Soviet Union a reliable and honest partner, ready to cooperate in many fields.
The Presidium which ratified the treaty is a 37-member body which conducts Parliamentary business between sessions of the Supreme soviet.
SYNOPSIS: President Podgorny of the Soviet Union on Thursday addressed the Presidium of the Supreme Soviet -- meeting to ratify the non-aggression treaty with West Germany.
The Soviet News Agency described the treaty under discussion as a cornerstone in efforts to relax tensions in post-war Europe. The treaty was the subject of a long wrangle in the West German Parliament - but had been finally ratified by the West Germans thirteen days previously.
When the Soviet Presidium voted, the result was a foregone conclusion.
President Podgorny told the Presidium that West Germany would always find the Soviet Union a reliable and honest partner, ready to cooperate in many fields. The Soviet Communist Party leader, Mr. Leaned Brezhnev was one of the senior Party members to applaud the historic vote.
The Soviet Union set its final seal of approval on the non-aggression treaty when President Podgorny added his signature to the document of ratification.
