    Background: Iraq's Vice-President Saddam Hussein arrived in Tehran on Tuesday (29 April) at the invitation of Iranian Prime Minister Amir Abbas Hoveyda to discuss the completion of reconciliation accords between the two countries.

    The visit was of considerable political and diplomatic significance, marking a new area in the relations between Iraq and Iran.

    It was President Houari Boumedienne of Algeria who brought the Shah of Iran and Mr. Hussein together during the summit of oil-exporting nations in Algiers two months ago.

    The two men then agreed to end their border disputes, signing a surprise accord, which effectively put an end to the Kurdish revolt in Iraq.

    They also agreed to keep foreign influence out of the Gulf, an idea which could be well-served by the reported security pact between Saudi Arabia and Iran, which pledged themselves to mutual non-aggression.
