    Background: At the Prime Minister's residence in Tokyo on Monday (8 December), United States Secretary of State, Henry Kissinger, briefed Japanese leaders on President Ford's talks with Chinese leaders in Peking earlier this month.

    Dr. Kissinger flew in from Manila on Sunday night (7 December) after accompanying President Ford on his just-completed three-nation Asian tour which also took him to Indonesia and the Philippines.

    During his meeting with Japanese Prime Minister, Takeo Miki, Dr. Kissinger is also expected to outline President Ford's six-point Pacific Doctrine.

    President Ford announced the doctrine -- the first comprehensive U.S. policy on Asia since the American withdrawal from Indochina -- in Honolulu on Sunday
    Under the terms of the doctrine, the United States will not withdraw from Asia but will maintain a balance of power in the region.
