Dr Al-Hoss formed a new government in December last year and has spent the last months trying to rebuild his country. But efforts there are thwarted as fighting continues. Fighting in the south has steadily intensified since last November when a 30,000-strong Arab League peace force, made up mainly of Syrian regulars, ended the civil war in other parts of the country.
