    Background: President Joaquin Balaguer broke with Latin American tradition on Wednesday (6 July) and named a woman as governor in each of the 26 provinces of the Dominican Republic.

    Mr. Balaguer said at the swearing-in ceremony in Santo Domingo that the appointment of only female governors was due, in part, to the large support given him by women in the June 1st elections in which he defeated his heavily-favoured opponent, ex-President Juan Bosch.

    Among the 26 governors sworn in on Wednesday were housewives and also a number of grandmothers.

    The duty of the provisional governor in the Dominican Republic is to serve as the personal representative of the President.

    United States Vice President Hubert Humphrey was at the swearing-in ceremonies.
