    Background: North Vietnamese Commander-in-Chief General Giap, described by military commentators as one of the great military geniuses of this century, on Monday addressed senior North Vietnamese officers in Hanoi on their departure for Saigon, where they constitute their country's delegation to the four-power military commission regulating the Vietnam ceasefire.

    After years of wearing jungle-green fatigues, the general appeared in full Russian-style dress uniform, wearing his campaign medals.

    General Giap, the victor of Dien Bien Phu in the first Indochina war, when the French were forced to cede Vietnam, was several times reported as killed during the heavy American bombing raids of Hanoi and Haiphong.

    The North Vietnamese contingent was also addressed by General Le Quang how, another of North Vietnam's top military leaders.
