Background: The Bolivian parliament has elected an interim President, Mr. Walter Guevara Arze, as part of the process of restori??? the country to civilian democratic rule. Bolivia has been under military rule for ten years.
SYNOPSIS: The new interim President takes over from General David Padilla, the man who seized power in a ??? last November and promised to speed up the country's return to constitutional rule. A parliamentary stalemate led to a general strike last week, and demonstrators have been besieging the parliament since it became apparent that neither of the two popular presidential candidates would win a sufficient majority. So under the constitution a congressional election was required to elect an interim president.
The vote that elected Mr. Guevara Arze was attended by most members of parliament, in marked contrast with earlier attempts to break the deadlock. The two frontrunners who failed to gain a 50 percent majority in last July's elections were Mr. Herman Siles Zuazo of the left-wing Democratic Popular Unity Alliance, and Mr. Paz Estenssoro of the Nationalist Revolutionary Movement. Mr. Siles Zuazo won in July by only 1,500 votes, and has been on hunger strike in support of his claim to victory.
The new President will serve until August ???th next year. elections for a full democratic government are scheduled to take place before then. President Guevara Arze says he plans to form a coalition government. He will have a free hand to chose a cabinet, but he will have to submit all bills to the National Congress for approval. He was scheduled to be installed at a ceremony in the Legislative Palace on Wednesday (8 August).
