    TRANSCRIPT: SEQ. 2: INTERVIEWER: "DOES THIS MEAN THAT NEGOTIATIONS WILL BE REOPENED AGAIN?"



    MR. SMITH: "I DON'T THINK THIS MEANS THAT THERE'S GOING TO BE A COMPLETE REOPENING OF NEGOTIATIONS ON THE FIVE PRINCIPLES. WE REALLY DID GET TO THE END OF OUR NEGOTIATIONS ON THOSE PARTICULAR PRINCIPLES, AND I CAN SEE NO POINT IN REOPENING THEM. MR. WILSON'S COMING HERE SPECIFICALLY AS A RESULT OF THE MESSAGE SENT TO HIM, WHICH INVOLVED A TREATY WHICH STATED THAT WE WERE PREPARED TO COMMIT OURSELVES TO A SOLEMN TREATY - TO GIVE AN UNDERTAKING - THAT WE WOULD PLAY THEN GAME. BECAUSE THESE PEOPLE FOR SOME REASON OR OTHER SEEM TO THINK WE WOULD NOT PLAY THE GAME. I DON'T KNOW WHY AFTER OUR RECORD FOR 43 YEARS, ESPECIALLY WHEN YOU SEE WHAT OTHER PEOPLE IN THE WORLD ARE DOING. SO WE SAID, WOULD IT BE OF ANY USE IF WE ADDED TO THE CONSTITUTION, WHICH IN ANY CASE WE WILL ABIDE BY SOMETHING MORE - A SOLEMN TREATY TO GIVE A SECOND GUARANTEE, A SECOND UNDERTAKING, THAT WE WILL HONOUR CONSTITUTION.. BUT WE STILL ABIDE BY WHAT WE'VE SAID ALL ALONG, THAT THIS MUST BE ON THE BASIS OF THE 1961 CONSTITUTION AND THERE IS NO CHANCE OF US DEVIATING FROM THIS".



    INTERVIEWER: "PRIME MINISTER, ARE YOU WORRIED AT ALL ABOUT THE ATTITUDE OF THE OTHER COMMONWEALTH COUNTRIES - ESPECIALLY SAY, AUSTRALIA, NEW ZEALAND AND CANADA".



    MR. SMITH: "NO, QUITE FRANKLY. WE REALISE THAT IT'S VERY DIFFICULT FOR THESE PEOPLE TO COME OUT IN THE OPEN ON OUR SIDE BECAUSE IT WILL BE SEEN THAT THEY ARE COMING OUT IN OPPOSITION TO BRITAIN AND BRITAIN IS THE MOTHER COUNTRY OF THE COMMONWEALTH...THIS ISN'T AN EASY THING TO DO, SO WE DON'T EXPECT THEM TO DO ANYTHING MORE IN THE SHAPE OF WORDS THAN THEY HAVE DONE...BUT IF IT EVENTUALLY DOES COME TO AN ISSUE WE THINK THEIR ACTIONS WILL BE RESPONSIBLE".



    INTERVIEWER: "THEN YOU WERE NOT SURPRISED THEN ABOUT AUSTRALIA'S ATTITUDE... SIR ROBERT MENZIES HAS ANNOUNCED THAT AUSTRALIA WON'T RECOGNISE RHODESIA AFTER A U.D.I."



    MR. SMITH: " I DON'T THINK HE COULD HAVE SAID WITHIN ELSE WITH DUE RESPECT".



    INTERVIEWER: "I KNOW THIS IS A SUBTLE POINT IN VIEW OF WHAT YOU SAID A MOMENT AGO, BUT CAN YOU CONFIRM YOU DECISION IN PRINCIPLE FOR A U.D.I.?"



    MR. SMITH: "I THINK I DID SAY THAT I WOULD RATHER NOT AT THE MOMENT DEAL WITH THIS. WE HAVE MADE OUR DECISION, IT WOULD BE UNWISE TO DRAG ME ANY FURTHER AT ONE THIS LINE, IN VIEW OF THE FACT THAT MR. WILSON IS COMING."

    Background: THE RHODESIAN SITUATION: AFRICAN LEADERS AT THE O.A.U. CONFERENCE IN ACCRA YESTERDAY (FRIDAY) CALLED ON BRITAIN TO SUSPEND RHODESIA'S 1961 CONSTITUTION. THEY ALSO URGED BRITAIN TO "TAKE ALL NECESSARY MEASURES, INCLUDING THE USE OF ARMED FORCE, WITH A VIEW TO TAKING OVER THE ADMINISTRATION OF THE TERRITORY". MEANWHILE IN RHODESIA ITSELF THE INDEPENDENCE CRISIS MARKS TIME PENDING THE ARRIVAL ON SUNDAY OF THE BRITISH PRIME MINISTER IN A BID TO BREAK THE DEADLOCK.

    ON THURSDAY EVENING, MR. SMITH WAS INTERVIEWED ABOUT THE CRISIS ON RHODESIAN TELEVISION. THE FOLLOWING EXTRACT DEALS WITH HIS VIEWS ON MR. WILSON'S VISIT AND POSSIBLE COMMONWEALTH REACTION TO A U.D.I. THE FIRST QUESTION ASKS WHETHER MR. WILSON'S VISIT MEANS THAT NEGOTIATIONS WILL BE REOPENED AGAIN.
