    Background: FEB 26: THE FIRST RESULTS OF INDIA'S THIRD GENERAL ELECTION INDICATED VICTORY FOR PRIME MINISTER NEHRU'S CONGRESS PARTY. COUNTING OF THE UNEXPECTEDLY HEAVY POLL HAD BEGUN LATE FEB 25 - IT WAS ESTIMATED THAT ABOUT 130 MILLION OUT OF A POSSIBLE 210 MILLION HAD VOTED.

    NO RESULTS WERE YET FORTHCOMING FROM NORTH BOMBAY - FILM SHOWS VOTING TAKING PLACE FEB 25 - WHERE THE MOST HEATED BATTLE OF THE ELECTION WAS BEING FOUGHT BETWEEN THE DEFENSE MINISTER, MR. KRISHNA MENON, AND THE GANDHIAN INDEPENDENT, MR. ACHARYA KRIPALANI. BOTH CAMPS WERE CONFIDENT OF VICTORY, BUT THE MAIN QUESTION WAS: WOULD DEFEAT FINISH MR. MENON'S CAREER? - BY HOW MUCH WOULD HIS VICTORY STRENGTHEN THE CONGRESS PARTY'S LEFT-WING?
    MR. MENON'S OPPONENT HAS ACCUSED HIM OF BEING A "CRYPTO-COMMUNIST". MR. NEHRU HIMSELF HAS VIGOROUSLY DENIED THIS CHARGE.

    MR. NEHRU VOTED IN HIS HOME TOWN OF ALLAHABAD THAT DAY. THE INDIAN PRIME MINISTER HAS FIRMLY IGNORED DOCTOR'S ORDERS IN MAKING AN ELECTION TOUR NEARLY 18,000 MILES, MOSTLY BY AIR, AND SPEAKING AT ABOUT 90 MEETING IN 31 DAYS.

    BALLOT BOXES WERE OPENED IN DELHI THAT EVENING AND OFFICIALS - PART OF A MILLION CIVIL SERVANTS WHO HAD BEEN SECONDED FROM THEIR NORMAL DUTIES--BEGAN THEIR ENORMOUS COUNTING TASK. FIVE 'LOK SABHA' (CENTRAL PARLIAMENT) CANDIDATES WERE TO BE RETURNED. THE PRINCIPAL STRUGGLE WAS BETWEEN MR. JAN SANGH OF THE SO-CALLED 'COMMUNAL PART', AND THE CABINET REHABILITATION MINISTER, MR. CHAND KHANNA. BY I P.M. THAT DAY MR. KHANNA WAS SAID TO BE LEADING BY 8,000 VOTES.

    SOME 2,900 STATE ASSEMBLY CONSTITUENCIES AND 494 PLACES IN THE LOWER HOUSE AND THE CENTRAL PARLIAMENT WERE BEING FILLED IN THE ELECTION. IT WAS EXPECTED TO BE SEVERAL DAYS BEFORE RETURNS WERE COMPLETE.
