    TRANSCRIPT: THABE: "We feel that in order to introduce players and spectators to the idea of club level competition where players are sort of mixed this would set them up for the proper thing in 1978."



    THOMSON: "For example Helen's Park can borrow a black player from Kaisers Chiefs through this competition?"



    THABE: "Exactly, this is what we aim to do."



    THOMSON: "To what extent will this affect the normal black and white soccer league for 1977?"



    THABE: "Not in the least. Our aim is to have the national professional soccer league continuing with its normal fixtures right through the year and the NFL as well, but to intersperse the tournament games of the football council league in between right through the season, so that we do not disturb the NFL or the NPSL with the normal fixtures."



    THOMSON: "And what do you plan then for 1978?"



    THABE: "We envisage that at the end of 1977, everything being equal we will have leagues on which the teams would be arranged according to merit -- and that we will select the top three teams in each section and then put them together to form one national league, which will be non racial."



    ADDITIONAL INFORMATION: Mr. Thabe also said that although it was impossible to predict at this stage whether an application would be made to the FIFA Congress to be held in Buenos Aires in May next year, his Council would "certainly push for it".

    Background: Mr. George Thabe, the coloured President of the Football Council of South Africa, has said that his country could be ready to apply for re-admission to the International Football Federation -- FIFA -- by the beginning of 1978. South Africa was expelled by FIFA because of its apartheid -- separate race -- policy. Speaking to South African Broadcasting Corporation reporter Willem Thomson, Mr. Thabe outlined plans now underway to run an experimental programme of multi-racial soccer fixtures during 1977.
