    ONE HUNDRED AND FORTY FIVE AMENDMENTS ARE FILED FOR HEARING IN THE HOUSE. IN THE FACE OF EARLIER PARLIAMENTARY BATTLE, THE GOVERNMENT CONCEDED TWO POINTS: POWER TO CONTROL ENTRY FROM THE IRISH REPUBLIC WILL BE KEPT IN THE BILL, THOUGH WILL NOW BE HELD IN RESERVE, AND IMMIGRATION CONTROLS DESIGNED ORIGINALLY TO LAST FIVE YEARS WILL NOW ONLY LAST UNTIL THE END OF 1963.

    BUT IN THE FACE OF STATISTICS, THE GOVERNMENT HOLD THE BILL AS VITAL AT THE PRESENT TIME: 21,000 IMMIGRANTS IN 1959, 57,000 IN 1960, 113,500 IN THE FIRST 10 MONTHS OF 1961. ACCORDING TO HOME SECRETARY R.A. BUTLER ABOUT ONE QUARTER OF THE EARTH'S POPULATION ARE ENTITLED TO COME AND LIVE IN THE U.K. JUSTIFYING THE BILL, THE GOVERNMENT SAY THAT NO COUNTRY CAN PERMIT VIRTUALLY UNLIMITED IMMIGRATION. AND IT WILL MAKE THE BILL BECOME LAW BY THE MAJORITY IT HOLDS IN PARLIAMENT.

    MANY IMMIGRANTS ARE FROM JAMAICA - A PARADISE FOR AMERICAN TOURISTS BUT FOR THE PEOPLE THE MOST OVERPOPULATED ISLAND IN THE WEST INDIES. TRAVEL AGENTS IN THE CAPITAL, KINGSTON, REPRESENTING AIR AND SEA COMPANIES, AND THE IMMIGRATION OFFICE ISSUING BRITISH PASSPORTS TO SUBJECTS OF THE CROWN, ALL, DEAL WITH A TIDE OF EMIGRATING JAMAICANS SEEKING ESCAPE FROM POVERTY AND LACK OF LIVING SPACE.

    IN LONDON, SPEAKERS AGAINST THE IMMIGRATION BILL HAD A CHANCE TO AIR THEIR VIEWS AT A MEETING OF THE 'MOVEMENT FOR COLONIAL FREEDOM', NOV 2. THE SUBJECT 'NO COLOUR BAR ON IMMIGRATION' LED TO FISTICUFFS. DEMONSTRATORS, SAID TO HAVE A FASCIST ELEMENT AMONG THEM, INTERRUPTED A SPEAKER SHOUTING: "YOU'RE BETRAYING THE WHITE RACE" AND "KEEP BRITAIN WHITE". TABLES WERE PUSHED OVER, MICROPHONES WERE PULLED TO THE FLOOR, UNTIL THE HECKLERS WERE BODILY EJECTED.

    COLOURED PEOPLE STILL POURED INTO BRITAIN AS THE IMMIGRATION BILL CONTROVERSY RAGED. ONE HUNDRED AND FOUR JAMAICANS, ARRIVED BY AIR 17 NOV. 1961. MANY, ASKED FOR THEIR VIEWS ON THE BILL, SAID THEY HAD NOT HEARD OF IT. OTHERS SAID THEY DID NOT THINK IT WAS CAUSING A LAST-MINUTE RUSH TO BRITAIN. BY THAT TIME SOME 50,000 WEST INDIANS HAD COME TO BRITAIN SINCE THE BEGINNING OF THE YEAR.

    IRELAND IS ANOTHER SOURCE OF EMIGRATION - IN DUBLIN; A LONDON TRANSPORT OFFICER TRAVELS REGULARLY TO EIRE'S CAPITAL TO RECRUIT BADLY NEEDED BUS DRIVERS AND CONDUCTORS. SO FAR THIS YEAR HE HAS RECRUITED 230 IRISHMEN. MONEY IS ADVANCED FOR THEIR FARE TO THIS COUNTRY AND WHEN THEY HAVE COMPLETED SIX MONTHS SERVICE THEY ARE RELIEVED OF ANY OBLIGATION TO REPAY IT.

    ABOUT ONE IN SEVEN OF THE MEN RECRUITED IN 1961 RETURNED HOME THE PACE OF LONDON LIFE WAS TOO MUCH FOR IRISH TEMPERAMENTS ATTUNED TO A SLOWER PAGE OF LIVING. THIS WASTAGE OF LABOUR IS AN APPROXIMATE AVERAGE AMONG RECRUITS FROM COMMONWEALTH SOURCES.
