Background: The Chairman of the Supreme Military Council and Head of State of Niger, Lieutenant-Colonel Seyni Kountche, arrived in Lagos on Monday (4 November) for talks with General Yakubu Gowon, Head of State of Nigeria.
Colonel Kountche's one day visit to Nigeria was his first since he assumed power last April in a coup that toppled former President Hamani Diori, a close friend of General Gowon.
Discussions between the two Heads of State are expected to centre on long-standing bilateral relations between the two countries as stated in a Treaty of Friendship concluded by General Gowon and ax-President Diori in 1971. Nigeria promised to supply Niger with electricity from its giant Hydro-electric dam at Kainji.
Other topics for discussion included the future of Niger refugees who settled in Nigeria following the drought and the military coup and the supply of Nigerian petroleum products to Niger.
