Earlier, Tan Sri Ghazali told the Royal Commonwealth Society that the developing nations could foster a balance of power among the major powers. He said that such nations could practise non-alignment in the true sense of the word, but he warned that, while the major powers summit talks should be welcomed, care must be taken to see that such talks don't affect the independence of smaller nations.
