Background: SOUTH VIETNAMESE OBSERVED A DAY OF MOURNING ON FRIDAY, 1 MARCH, FOR THOSE WHO DIED IN THE VIET CONG LUNAR NEW YEAR OFFENSIVE. FOR THE SOUTH VIETNAMESE PRESIDENT NGUYEN VAN THIEU IT WAS A DAY OF WORSHIP, WITH VISITS TO BOTH BUDDHIST AND CATHOLIC SERVICES HELD IN SAIGON. ACCOMPANYING HIM WAS THE VICE-PRESIDENT NGUYEN CAO KY, AND PRIME MINISTER NGUYEN VAN LOC.

THE PRESIDENT, A ROMAN CATHOLIC, FIRST VISITED THE VIEN HOA DAO PAGODA, HEADQUARTERS OF THE UNIFIED BUDDHIST CHURCH. HE WAS WELCOMED BY THICH TAM CHAU, LEADER OF THE MODERATE PRO-GOVERNMENT BUDDHISTS. THE LEADER OF THE MILITANT BUDDHISTS, THICH TRI QUANG, IS CURRENTLY IN JAIL, ARRESTED BY POLICE LAST WEEK 'FOR HIS OWN PROTECTION'.

PRESIDENT THIEU LAID A WREATH AT THE ALTAR OUTSIDE THE PAGODA BEFORE ATTENDING MASS IN SAIGON CATHEDRAL. ELSEWHERE IN SAIGON, AS OTHERS WORSHIPPED, A 28-YEAR-OLD BUDDHIST MONK BURNED HIMSELF TO DEATH IN THE CAUSE OF PEACE.

THE SOUTH VIETNAMESE PRESIDENT MADE THE CALL FOR OBSERVANCE ON WEDNESDAY LAST (28 FEBRUARY). THEN HE URGED THE PEOPLE TO CONTRIBUTE TO A GOVERNMENT FUND TO BE SET UP TO HELP THE 700,000 HOMELESS. HE ALSO ORDERED 50 PERCENT OF ALL GOVERNMENT EMPLOYEES TO LEAVE THEIR OFFICES EACH DAY AND HELP WORK AMONG REFUGEES IN THE CITIES.
