"These two one-sided resolutions drafted by Arab delegations make no mention of resolutions 242 and 338 of the Security Council and make no mention of the Geneva Conference as if the General Assembly could ignore the resolution of the Security Council as well as the existing international mechanisms which have brought about in the course of the year the signature of the significant agreement between Israel and Egypt. Moreover in the face of this development so generally welcomed the PLO has pursued its terrorist activity and has done everything possible to sabotage the negotiations between Israel and Egypt and the agreement arrived at between them."

Background: At the United Nations on Monday (10 November) the General Assembly approved a resolution calling for Palestinian participation in the Middle East peace talks to be held in Geneva. The Assembly also approved a resolution reaffirming the Palestinian People's claim to independent nationhood.

The Assembly instructed U.N. Secretary-General, Kurt Waldheim, to tell the United States and the Soviet Union, co-chairmen of the peace talks, to take all necessary steps to invite the Palestine Liberation Organisation to take part in its work as well as in all other efforts for peace.

In a separate resolution, the Assembly agreed to establish a twenty member committee to work at a programme to ensure the Palestinian people obtain independent nationhood. The committee, whose members will be designated by the Assembly President, Mr. Gaston Thorn, Prime Minister of Luxembourg, will report to the Secretary-General on 1 June next year.

The PLO Foreign Affairs spokesman, Mr. Farouk Kaddoumi, hailed the moves as historic decisions by the world body. He said the PLO would continue its legitimate struggle on all fronts -- political, economic, cultural and military -- to deter the enemies of peace and justice.

However Israel strongly opposed the resolution. Israeli Ambassador, Chaim Herzog, denounced them and declared his government's refusal to take part with the PLO in any negotiations.
