    Improved relations between India and Pakistan are the charter of a Joint Commission, formalised in New Delhi on March 10.

    Indian Prime Minister Indira Gandhi and Pakistan's President Zia-Ul-Haq were witnesses to the signing of the agreement by their foreign ministers. India's External Affairs Minister P.V. Narasimha Rao and Pakistani Foreign Minister Sahibzada Yaqub Khab said after exchanging documents they believe the new commission will lead to greater understanding and the eventual removal of many bilateral problems.

    Relations between the two countries could hinge on the future of Kashmir. India and Pakistan have gone to war over Kashmir four times in the past 35 years, and are yet to reach a peaceful agreement after the 1972 fighting over Bangladesh.

    President Zia was in New Delhi to attend the Non-Aligned summit. The decision to form the Indo-Pakistan Joint Commission was made on his previous visit last November (1982).
