    TRANSCRIPT: SEQ. 2: NICOL: "While I shall not attempt hereto enumerate all the measures under the programme of action. It should be manifestly clear that the aim and resolve of the organisation are the ultimate achievement of societies free of any political system which condones any form of manifestation of colonialism.



    The state of colonialism demoralises both the colonial power and those whose countries have been occupied. Mr President, in a week's time, Mr Kenneth Kaunda of Zambia will be here as chairman of the Organisation of African Unity and as the recent chairman of the conference of non-aligned states. He will give us, with is usual brilliance, an assessment of our progress in the struggle against imperialism and colonialism, in a way and at a level that I cannot and should not do. This year marks not only the tenth anniversary of the declaration, but also the twenty-fifth anniversary of the organisation. Let us, on this day, renew our dedication to the eradication to the last vestiges of colonialism in all its manifestation. The organisation will, I trust, derive from that dedication much impetus so necessary at this juncture for the application of the universally valid principles of human equality, of human dignity, of social justice and self-determination, in all dependent countries.



    Mr President, as long as one single individual remains a colonial citizen unable to choose his own government, unable to travel freely in the country of his birth, and to own land; unable to shape his own destiny and that of his loved ones, then this special committee on decolonialisation will consider its work unfinished."
