Background: General Duong Van Minh has returned to Saigon after four years in exile. On his return, the popular general met with the President of South Viet Nam, Nguyen Van Thieu, who offered General Minh a post in the government.
President Thieu ordered South Vietnamese troops around Saigon on another special alert Tuesday night (October 8). One South Vietnamese official said Thieu acted because of the threat of a coup. There has been an atmosphere of expectancy and unrest since the return of General Minh, known as "Big Minh." Minh's return from Bancock, Thailand, to South Vietnam was engineered at the request of President Thieu, who recognizes Minh's wide popularity. The two are old friends, and smiled and chatted in the Presidential Palace in Saigon. President Thieu briefed Minh on the political situation in Viet Nam, then offered the former head man of the country a position as presidential advisor. Minh was exiled four years ago because he was believed willing to seek a compromise with the Viet Cong in an attempt to end the war in South Viet Nam.
