The cataloguer for this clip guesses that ACT might stand for "Advisory Council of Technology", however it stands for Association of Cinematograph Technicians.

It seems highly unlikely that, being both British nationals and ACT trade union reps, Elvin or Fuller would have been anywhere Nazi-occupied Prague in 1940. They were both active in industrial relations in 1945-46, so this shot is probably post-WW2
