    Churchill makes lengthy speech about the state of the Tory party saying it is far stronger than it was this time last year. He says the Government is ruling without the support and against the wishes of the larger part of the nation and the first step to national recovery is to get rid of these men.

    He goes on to talk of the inroads that are increasingly made upon the customary liberties of British nation in peacetime, that become every month more serious. He talks of the totalitarian states - "Nazi, communists or fascists, - they're all the same - no difference between them at all... any of them would be fatal to all we care about in the world".

    He says restrictions on people going abroad are always a sure sign of a bad Government at home.

    Several cuts in the remainder of the speech make it hard to get the basic gist of each point. Churchill sits down to applause from the delegates. Pan across the audience.
