Then Whitlock stands next to 2 men in uniforms (not identified - look a bit like Salvation Army); behind them a group of men; smiling & laughing.

    Colonel House was personal friend of President Wilson; and representative of USA to European nations; also appointed to negotiate Armistice. Whitlock was American ambassador to Belgium; helped bring relief to the country in World War One.
