The unknown man here is American pilot Dick Merrill, and the occasion is a William Randolph Hearst-instigated stunt to acquire the earliest photographs of the coronation of King George VI. As such, the date is May 1937, not 1938. The incoming aircraft, carrying the name "Daily Express", is Merrill's American-registered Lockheed Model 10 Electra.
Merrill acquired note as something of an Atlantic crossing specialist, and film of his "ping-pong" flight two years earlier in the Vultee "Lady Peace" can also be found here. The name relates to the aircraft being filled with ping-pong balls in the belief that this would keep it afloat should it be forced to ditch in the Atlantic.
