American intertitle: "Large portions of the city are cut off from water supply and the stricken population form impromptu bucket brigades". M/S of women carrying buckets of water down street strewn with debris. L/S of team of men using ropes to pull tree out of road. Various shots of men chopping up wood from fallen trees. Panning L/S of lots of men fixing broken roof of large building (warehouse?).
