Apparently not Devon. It shows a 1941 visit by De Gaulle to HMS Ambrose, base of the 9th Submarine Flotilla at Dundee. The early shots are taken outside Mayfield and the later ones are of Rubis alongside at the Eastern Wharf (Tay Bridge vis in Background) with a brief shot editeddit in of Rubis in Victoria Dock, also Dundee.
Captain James Roper and Admiral Muselier are in this clip, as are Lieutenant Henri Rousselot and others.
