    Various shots of the delegates taking their places on platform at start of the International Trades Union Conference. Delegates int he audience being seated also. Chairman stands up to open the conference - natural sound. He talks about appointing international preparatory committee including delegates from USSR, USA UK. He then calls Mr George Isaac, Chairman to address the Congress at its opening session. Copies of the address seem to be missing but the man reassures members that problem will be overcome soon.

    Mr George Isaac rises to speak. He starts speaking - natural sound. Starts his address with 'Comrades and fellow trade unionists'. He welcomes delegates in London, expresses satisfaction with international response, thanks Russian and American comrades for helping the British in organising the Conference. He then talks about the war that is nearing conclusion and praises carriage of men, freedom, democracy etc.

    Another man rises to speak - natural sound. He talks about London County Council as a model employer, then criticises past practices of London employers.

    Various shots of the delegates listening to the speakers, voting, looking at their notes, etc. Several African and Asian delegates are seen. Most of the men and women in the audience smoke.
