    Andre Tardieu speaking in French about limiting arms. Cutaways to various delegates including the Japanese. Quick CU of sign on building "Maison Internationale. Seige De La Ligue Des Femmes Pour La Paix et la Liberte" Women carry large piles of papers down stairs. They are petitions calling for peace and they have collected 6 million signatures. Women stand outside the conference - some wear armbands which read 'Pax'. Inside the Conference they present their petition.
